Subject Is there a requirement to file in Korea first if the invention was made in Korea?
Content If an invention is conceived or made in Korea, does Korean IP law require that a utility patent application be filed in Korea before filing a utility patent application in another country?

Does a similar requirement exist for industrial design applications?

There is no such regulation in Korea. In other words, though you invent something in Korea, we do not require you to apply for a patent in Korea first. This also applies to the industrial design system.
